DLW-
achievements of previous year and forthcoming challenges |
For Diesel Locomotive Works,
2009 was a historic year, as during financial year 2008-09,
DLW has produced maximum number of 257 locomotives, which is
07 more than the target of 250 locomotives set by the
Railway Board. DLW is now manufacturing high Horse Power
state-of-the-art EMD locomotives and the number of producing
this type of locomotives has fastly increased. In 2006-07 as
many as 39 such type of locomotives were manufactured, while
the number had gone to 59 during the year 2007-08 and 80
during the year 2008-09. The most interesting thing is that
the DLW has achieved this remarkable growth despite
gradually decline in number of employees following their
retirement. The employees had recorded such growth without
claiming any overtime. For this year also DLW has received
the target of manufacturing 150 EMD locomotives out of 250
locomotives from Railway Board. This leading Railway
Production Unit is all set to achieve the target.
In the field of marketing, DLW
has also recorded remarkable growth. During the current
financial year DLW had already received orders of 12
locomotives worth Rs. 103.85 crores from Non Railway
Customers. Till December this year it had already supplied
21 locomotives to Non Railway Customers and earned revenue
of Rs. 145 crores. At present it has secured orders of 31
locomotives and 03 DG Sets worth Rs. 258.76 crores from Non
Railway Customers. For the first time DLW has supplied
microprocessor controlled WDS6 locomotives equipped with
creep control and microprocessor governor to Rashtriya Ispat
Nigam, Vishakhapattanm in November last.
Besides, this year DLW has also
registered remarkable achievements in the field of sports
and cultural events. DLW has successfully organised One-Day
Women's Cricket Tournament, Cooch Behar Trophy (Under-19)
Cricket Championship and Inter Railway Football
Championships. Not only this, DLW's players had performed
well in several National and Inter Railway contests viz
volleyball, swimming, wrestling and golf tournaments and won
gold, silver and bronze medals. DLW's volleyball player Shri
Omveer Maan participated as a member of Indian team in World
Youth Volleyball Championship held in Italy. Shri Navin
Kumar Yadav and Ashutosh Kumar Rai had performed well in
National, Inter Railway and State Swimming Meets. While Shri
Rajiv Sharma and Shri Laxman Yadav won silver and bronze
medals in National and International level Wrestling
Competitions. In cricket, Shri Karan Sharma has been
selected for Ranji Trophy Railway team, while Shri Abhishek
Pandey and Shri Rakesh Mishra alongwith Shri Karan Sharma
represented Indian Railways team in C K Naidu Under-22
Cricket Tournament. DLW has also been always active in
cultural and other activities. Recently, DLW has organised
All India Inter Railway Hindi Natyotsav successfully, 15
teams of Zonal Railways and Production Units participated in
this contest and DLW got third place. In Inter Railway
Cultural Competition (Dance) held at Bhavnagar (Gujarat),
Sushri Nisha Gaur of DLW was declared as best dance
director, while Ritika Das has bagged second place and folk
dance Kalbeliya got special prize. In other activities five
guiders and one scout of DLW got President's medals.
Absolutely, these outstanding
achievements are most important. But, for this year also DLW
is having new challenges. This year, DLW has to put up
highest ever production of 150 EMD locomotives out of 250
locos production target. Besides, it has to ensure the
production of big number of locomotives for Non Railway
Customers and their timely supply to them. DLW is sure,
about the capability and efficiency of DLW employees that
they will accepted the challenges and add a new chapter in
the annals of DLW.

DLW - committed to a green future |
DLW is a premier production unit of Indian Railways engaged in manufacture of diesel-electric locomotives. NTPC, SAIL, TISCO, Cement Corporation, Port Trust to name a few, apart from Zonal Railways itself, are amount its customers, Besides these it has its presence in several nations i.e. Bangladesh, Sri Lanka, Myanmar, Tanzania, Sudan, Senegal, Malaysia, Vietnam, Angola It is a unique diesel-electric loco manufacturing premises equipped with technology of both M/S. ALCO (American Locomotive Company) and M/s.EMD (Electromotive Diesel Inc.) of USA under the same roof. Today DLW is the largest producer of ALCO design locomotives in the world and aims at producing more EMD design locomotives per year than the EMD facility itself in USA. DLW is presently geared up to accept the challenge on two fronts- challenge of 250 diesel loco production as well as the challenge to protect and conserve the mother Nature, the environment.
Always being a leader, be it on the front of quality, environment or health & safety, DLW is already certified with ISO 9001 for Quality, ISO 14001 for Environment & OHSAS 18001 for Health & Safety, a rare distinction of having acquired all the three management systems. The concern for environment protection at DLW, along with the flora & fauna, is palpable the moment one enters inside its campus. The moment one enters DLW, a drop in temperature of 3 to 4 degree Celsius from the outside area is palpable.
Being conscious of our commitment towards the nature and environment protection thereby, DLW installed three treatment plants way back in 1989 itself in tandem with Ganga Action Plan initiated by Government of India viz. STP (Sewage Treatment Plant), IETP (Industrial Effluent Treatment Plant), CTP (Chromium Treatment Plant) for treatment of discharged human wastes, contaminated & mixed POL (Petroleum oil and Lubricants) and treatment of hazardous chromium respectively. The treated water, thus collected, is released for agricultural and gardening purposes.
Catching up with the international challenges and in order to meet our environmental obligation, DLW accredited itself with ISO 14001 certification, as early as 2002. This moment was another milestone in our commitment to the society. In line with this certification targets have been framed. Which are at par with global norms as far as water, air, exhaust-emission, work-place environs, hazardous waste levels et al are concerned. Periodical internal audits and management reviews are conducted; it is in this backdrop that a well defined, documented policy for Environment is in place at DLW.
As far as protection of environment inside the workshop and work-place is concerned, we believe in the age old adage - what gets measured gets done. All the important parameters for quality of air viz. monitoring the quality at stack, work-area environment & emission are done by the laboratory approved by CPCB at periodical intervals. For any decline in quality immediate corrective and preventive actions are resorted to.
Apart from treatment of water mixed with effluent at STP, IETP & CTP, the treated water thus collected is also being subjected to stringent tests as per extant norms, before being released for agricultural/gardening purposes. The drinking water is also periodically tested to ensure that the same is potable as per IS 10500; in order to ensure that the same is safe and no hazardous element is present there.
The adoption of Environment and Occupational Health and Safety Management System 18001 in 2005 has also helped us for better and efficient solid waste management. All the wastes are segregated at the very initial level into three categories viz bio-degradable such as paper, wood, cotton clothes, jute etc, non-biodegradable such as plastics, polythenes, rubbers etc. Which are auctioned off for recycling?
Special care is given to the hazardous wastes like chromic acid, TCE (Trichloroethylene), paint sludge, acid of different kinds, alkalis & so on. Acids and alkalis, after being used, and acid-salts and base-salts thus formed, are neutralized and then only discharged to IETP. In order to protect the soil and water table, the petroleum products like oil, grease, thinner, paint etc are not allowed to spill on the floor, instead they are collected in drip-trays as per ISO standards.
Water is a precious resource, which is becoming scarcer day by day. DLW has committed itself to water harvesting programme to project this resource. DLW has already made more than 300 soak pits as part of its water harvesting drive. All the major buildings have been provided with water harvesting arrangement.
Noise pollution in India, unfortunately, goes unnoticed and unabated mostly due to the ignorance about its serious ramifications. The higher decibels of noise initially damage the human organs like ears temporarily. Long-term damages are, however, very serious, leading to permanent hearing-loss, deafness, increase of blood-pressure & heart palpitation. This is also a notifiable disease under schedule (3) of Factory Act, 1948. We have identified five places where noise levels are at the threshold of work-place limits-in the range of 75 to 90 decibel. Periodical monitoring of noise levels are ensured at these sensitive regions and continuous presence of the operators is restricted accordingly. Use of PPEs (Personal Protective Equipments) like ear-plugs and ear-muffs has been made mandatory.
Tree plantation is a religion at DLW-being done regularly, especially on the festive occasions like 15th August, 26th January, Environment Day & so on. Last year also, more than 5000 saplings were planted and there are over 1.05 lakh plants/trees in and around DLW. Around 5000 Jatropha plants are on the verge of fruition in the campus. Jatropha Curcas is a source of bio-diesel, the eco-friendly renewable source of energy. It might be a small step towards energy security and harnessing of renewable source of energy, but it will go a long way in achieving self-sufficiency in energy resources as also in environment conservation. Non-renewable fossil-fuels like diesel and petrol are already depleting, apart from putting on adverse strain on the environment. Our vision is to plant thousands of Jatropha saplings every year around the residential quarters as well as on both sides along the roads.
DLW reaffirm its commitment to a greener and cleaner future alongwith the energy and environment conservation.
